The new U.S. government announced on the day it took office that the United States would return to the Paris Agreement on climate change, saying that the United States would respond to climate change in a way that has not yet been adopted. China’s foreign ministry said that China welcomes the US rejoining the Paris Agreement and expects the us to make positive contributions to climate change. As global climate change challenges increase and Climate Governance enters a critical stage, the positive interaction between China and the United States in global climate governance is expected.
In the face of the challenge of climate change, human destiny and unilateralism have no way out. All parties are increasingly aware of the urgency of tackling climate change, and working hand in hand is becoming the common choice of all parties. At the climate ambition summit held in December last year, 45 countries made new commitments to improve national independent contribution, 24 countries put forward carbon neutral goals, some large multinational companies put forward specific emission reduction actions, and 12 developed countries, such as France and Germany, put forward new financial commitments. It should not be forgotten that China and the United States, together with other parties, played a key role in reaching a historic and ambitious global agreement on climate change. From 2014 to 2016, China and the United States issued three joint statements on climate change. The political consensus in the statement laid an important foundation for the achievement and entry into force of the Paris Agreement. China and the United States took the lead in ratifying the Paris Agreement and jointly depositing the instrument of ratification with the Secretary General of the United Nations, and took the lead in completing the peer review report on fossil fuel subsidies under the framework of the G20, once again making an important contribution to the international community’s joint response to this global challenge. Cooperation in addressing climate change has once become a highlight in Sino US relations, and the United Nations praised China and the United States for playing a leading role in addressing the challenges of climate change. As an activist in global climate governance, China has made an important contribution to the achievement of the Paris Agreement and is also an active practitioner of the implementation of the Paris Agreement. In September last year, China announced that it would enhance its national independent contribution, adopt more powerful policies and measures, strive to reach the peak of carbon dioxide emissions by 2030, strive to achieve carbon neutrality by 2060, and win wide praise from the international community. At the climate ambition summit held in December last year, China proposed to create a new situation of win-win cooperation in Climate Governance, form a new system of Climate Governance to the best of its ability, adhere to the new idea of green recovery in Climate Governance, and announce a series of new initiatives of China’s national independent contribution, which has defined the direction, enhanced confidence and injected momentum into global climate governance. All these show that China stands at the height of all mankind and is willing to actively carry out international cooperation with all parties to deal with climate change.

China is willing to work with the United States and the international community to meet common challenges, jointly promote the full and effective implementation of the Paris Agreement, work together to build a win-win, fair and reasonable climate governance system, and help the global low-carbon transformation and post epidemic green recovery.
