  当地时间1月14日清晨,知名华裔教授陈刚在其位于马萨诸塞州剑桥市的家中被捕。逮捕令的突然降临让很多人诧异:身为科学家的陈刚何以触怒了美国?

  美国司法部网站公开了由特工麦卡锡撰写的、一共23页的对陈刚教授的刑事起诉书,细节十分“感人”。起诉书显示陈刚面临“电汇欺诈”(未在向美国能源部申请经费时披露从中国的多个机构获得的合同、任命和奖项),“未能提交外国银行和金融账户报告”和“向美国政府机构做出虚假陈述”三项指控。他们口中的证据是——自2012年以来,身为MIT机械工程系主任的美籍华人陈刚在中国担任了多项职务,目的是通过提供建议和专业知识,促进中国的科技发展,并获得经济补偿;自2013年以来,陈刚就已获得美国联邦机构授予的1900多万美元的研究资助,这一年,陈刚还接受了约2900万美元的外国资金,其中包括来自中国南方科技大学的1900万美元。陈刚的电子邮件美方也没有放过。在入侵邮箱后,FBI翻遍了陈刚的所有往来邮件,并号称信息量巨大。FBI称陈刚与中国进行了广泛合作并引导了中国相关领域的科技进步,披露的关键细节包括:陈刚表示要促进与中国的合作,建议中国把创新科学作为关键和核心等。“诉讼指控表明陈刚的行为不仅与钱有关,而且与对中国的忠诚有关。”波士顿联邦检察官莱林表示,他相信加入美国籍20余年的陈刚仍忠于他的出生国。

  学术圈的反攻

  1 月 15 日,外交部发言人赵立坚回答记者就陈刚被捕的提问时表示:“美方一些部门在办理有关案件时,应该专业公平行事,停止搞政治操弄,停止对中方有关人才计划的污名化,停止干扰破坏中美在科技人文领域的正常交流与合作。”

  除此之外,美国此次毫无说服力的指控还引发了中外学术圈的集体反攻。中国著名生物学家、北京大学教授饶毅首先站出来打抱不平。饶毅在第一时间致信MIT校长和副校长。在这封题为《抬起头颅,直起脊梁》的信中,饶毅直言不讳:“FBI逮捕陈刚教授是种族主义行为,如果MIT不支持陈刚,那MIT将被认为参与了21世纪最糟糕的学术界种族歧视案例之一。”饶毅还表示,陈刚与中国的关系是学术界十分正常的关系,希望MIT能够昂起头颅、直起脊梁,保护陈刚博士。MIT这边也做出了回应。

  22日,MIT校长拉斐尔·里夫发表公开信,称刑事诉讼中引用的“来自中国的1900万美元“经费并非陈刚个人所得,而是MIT和中国南方科技大学进行的一项广为人知的合作的一部分。26日,陈刚的同事们公开抗议,认为美国检方的行为已超出了应有范畴,MIT校长及160多名教职员工联合签署公开信声援陈刚。而美国西东大学法学教授麦琪·李维斯也在一篇文章中指责了美国的行为,她称陈刚获得的强有力支持表明,美国司法部的”中国倡议“计划已经失败,陈刚案凸显了“中国倡议”的主要问题,即过分强调国家安全和偏见。她呼吁“中国倡议”行动应该终结,拜登政府应改变这一情况。

  在恐惧笼罩下

  李维斯口中的“中国倡议”计划于2018年11月发起,旨在铲除将敏感技术交给中国的美籍研究学者,对陈刚的起诉则是美国司法部实施该计划的最新行动。有分析人士指出,这预示着“麦卡锡主义”阴魂的再度猖獗。一切似乎早有预兆。

  陈刚其实早已感觉到美国国内政治氛围的变化。2019年,陈刚缩短了利用学术休假到南科大工作的时间,提前返回MIT,以免被疑向中国同行泄露专业知识。当年7月,美国政府开展了大规模调查华裔科学家与外国政府联系的行动,陈刚当时在接受《自然》杂志的访谈时坦言:“当前的气氛造成了很多心理恐惧。”去年1月,陈刚在从中国返回美国时于波士顿洛根机场遭海关人员扣留,手机和电脑均被扣押长达60天。调查人员披露,他们仔细搜查了陈刚的邮件、微信和文件,发现了很多与中方沟通的可疑记录。有这样遭遇的不是陈刚一个人。歧视、驱离、逮捕、迫害……这些年,作为对中国发动的科技和人才战的一个方面,美国一直在对中国学者、科学家以及与中国进行科技交流合作的华人学者、科学家采取行动。这些行为固然会让中国蒙受损失,但最终伤害的必然是固步自封的美国自身。跟随这些华裔科学家离开的,一定还有科学与创新。“以史为鉴,美国的科学通过吸引海外人才才得以蓬勃发展,排外并不是一种制胜策略。”美国彭博社也在一篇名为《愚蠢的行径:将科学定为犯罪》的文章中这样写到。(撰稿 王若弦)
